Launch of the Regional Aquatic Animal Health Network (Southern Africa)

After the launch of the first Regional Aquatic Animal Health Network (RAAHN) for North Africa (NA), in April 2023 (Tunis, Tunisia), this event represented the launch of the second Network, for the Southern Africa region (SA). The three day event (25 – 27 July 2023) was hosted in the capital of Zambia, Lusaka.

The aim of the workshop was to assist in identifying the options for establishing and operationalising a Regional Aquatic Animal Health Network (RAAHN) within the RECs as a strategy for strengthening the implementation of aquatic SPS measures for biosecurity control, improved market access and safe intra-regional fish trade.

Such Networks aim to provide a platform where the aquatic animal health sectors’ public and private stakeholders can share information and network to collectively develop, implement and monitor aquatic animal health strategies coherently.

The workshop was attended by representatives from the African Union’s Interafrican Bureau for Animal Resources (AU-IBAR), the Southern Africa Development Community (SADC) Secretariat, the Common Market for Eastern and Southern Africa (COMESA) Secretariat, the Food and Agriculture Organisation (FAO) of the United Nations, the Network for Aquaculture Centres in Asia and the Pacific (NACA), World Aquaculture Society – Africa Chapter (WAS), World Fish, the University of Botswana, the University of Pretoria, the World Veterinary Education in Production Animal Health (WVEPAH) and the national (Zambia) private sector in the aquaculture sector.

Opening remarks were delivered by the WOAH Sub-Regional Representative for Southern Africa, the representative of the Director of AU-IBAR, the representative of the COMESA Secretariat and the representative of the SADC Secretariat. The workshop was officially opened by the Minister of Fisheries and Livestock of Zambia, Hon. Makozo Chikote.

The establishment of this regional network marks a crucial step towards enhancing collaboration, knowledge sharing, and capacity building in the field of aquatic animal/organisms health. It is an acknowledgment of the interconnectedness between our countries and the shared responsibility that we bear in protecting the health of our aquatic resources, as we continue to strengthen regional integration in line with the SADC Treaty

The first day of the workshop included several presentations on WOAH Aquatic Animal Health Strategy, WOAH Aquatic Animal Health Standards Commission and PVS for Aquatic Animals, in addition to fisheries-aquaculture industry status and opportunities for stakeholder participation in implementation of aquatic SPS measures to safeguard the sector and facilitate access to markets and trade in the region. This was followed by a situational analysis session highlighting awareness of existing networks, review/update of existing aquatic animal disease control strategies and aquatic animal disease situation in the region. Additional presentations focused on sharing existing experiences and showing benefits from the establishment of aquatic animal health (AAH) zoo-sanitary plans. Selected member countries, through their focal points, presented their national country profiles on surveillance, monitoring and reporting, opportunities, needs and challenges.

The private sector had their input by delivering two presentations on their views of aquatic animal health practitioners and farmers in Zambia.

The remaining sessions of the 2nd day of the workshop were dedicated to discussing the proposed institutional framework and terms of reference for the newly established Network. Participants engaged further in developing a short-term plan of action with identified activities for implementation.

Africa's Policy Framework and Reform Strategy for Fisheries and Aquaculture in Africa (PFRS) and subsequently Africa Blue Economy Strategy, and Animal Health Strategy for Africa and Animal Welfare Strategy for Africa pay attention to these key aspects as health is considered by WOAH as a public good and the concern of all stakeholders. Therefore, coordination and collaboration among the region's stakeholders is important especially as aquatic ecosystems and regional markets are equally shared

COMESA would like to significantly harness the benefits of the region’s fisheries and aquaculture endowments through accelerated trade. Recent study identified that a number of Member States within the region face constraints in improving fish trade. Major limitations include the weak organizational capacity of small-scale operators, post-harvest loss, lack of basic information on the trade, and inefficient cross-border trade facilities
