Dr Florência Cipriano appointed as Deputy Regional Representative for Africa (Bamako)

Following the appointment of the former Deputy Regional Representative for Africa, Dr Yacouba Samaké, as Regional Representative for Africa in April 2011, a vacancy aanoucement was posted for his replacement in late 2011. Following the completion of the recruitment process, the OIE Director – General has now appointed Dr Flôrencia Cipriano as Deputy Regional Representative for Africa. Florência Massango Cipriano (Inhambane, 1962) is a Mozambican national who graduated as a veterinarian from the Eduardo Mondlane University in Maputo in 1986.

In addition she was awarded a Diploma in Tropical Poultry Production from Ghent University in Belgium, in 1989 and obtained a Certificate in Epidemiology, Informatics and Data handling from the African Union (AU) Centre for Ticks and Tick Borne Diseases in Lilongwe, Malawi in 2003. In 2011, she completed her post-graduate studies in Public Administration and Governance at the aforementioned Eduardo Mondlane University in Maputo.

Her professional career spans over 25 years during which she was employed by both the public and private sector and covered both livestock management and veterinary programmess, in particular the design and implementation of disease prevention and control programmes for private poultry companies, public sector policies for national animal health control programmes, and became a subject matter specialist for veterinary extension services and management of Veterinary Services at local, provincial and national levels. In addition Dr. Cipriano’s part time occupations included lecturing at the Veterinary Faculty (Eduardo Mondlane University) of practical poultry production, consultancy work in the field of animal production and health, and events facilitation.

As an animal health professional, she has contributed in the design of national animal health legislation, as well as the drafting of aquatic animal health legislation. Dr. Cipriano consecutively occupied the positions of Head of the provincial division of Livestock and Veterinary Services, and Head of the Epidemiology Unit. She served as the National Director for Veterinary Services in Mozambique and became the national OIE Delegate, a position she occupied from 2006 until her appointment this year. Florência also served on the OIE Council since 2009, as position she also vacated upon her appointment as Deputy Regional Representative on the 1st of January 2012.
