Launched on 2 December 2025, the MUPSA (Manuel à l’Usage du Personnel de Santé Animale or Manual for Animal Health Personnel) digital solution is a digital innovation developed to facilitate access to technical resources and continuing education for animal health professionals. Indeed, in the overall context of the modernisation of animal health support tools, the digitisation of the Manual for Animal Health Personnel (MUPSA) facilitates access to technical knowledge for all stakeholders in the veterinary sector.
The methodology for developing the digital solution was built around these key stages:
Needs were identified through consultations with beneficiaries and end users during project activities such as workshops that brought together key stakeholders from training schools, professional veterinary organisations and veterinary paraprofessionals (VPPs). Consultation with the partners at the Regional Support Project for Pastoralism in the Sahel ( PRAPS ) was also a major step in ensuring inclusivity in the development of the solution.
The prototype developed was tested in the field over five days and enabled the MUPSA digital prototype to be presented to a representative sample of 15 organisations and more than 30 stakeholders from the public and private sectors in Togo. The response was unanimously favourable, and the qualitative feedback collected confirmed the relevance of this digitisation initiative and provides a solid basis for optimising the solution before its official roll-out.
All consulted stakeholders responded very favourably to the MUPSA digitisation initiative. The following points were unanimously highlighted as strengths:
Finally, the MUPSA digital tool is a leading solution for the continuing education needs of field workers, with its clear and intuitive user interface, its logical navigation and consistent information hierarchy and its high-quality scientific content.
Multi-platform accessibility (web and mobile), adaptive (suitable for all screens) and available offline ensures equitable access to content, including in rural areas with poor connectivity.
MUPSA is now a tool taught in the seven partner institutions involved in the Project.
