WOAH, under its Fortifying Institutional Resilience against Biological Threats (FIRABioT) Project, is supporting its Members to strengthen the governance and capacity of national Veterinary Services to better detect, prevent and respond to biological threats. Following a series of national and regional trainings, Madagascar has requested support to develop a comprehensive national biological risk management manual for its veterinary laboratories
WOAH is inviting qualified service providers to submit proposals for technical assistance to develop a national biological risk management manual for veterinary laboratories in Madagascar. The consultant(s) will work closely with national stakeholders and WOAH’s Preparedness and Resilience Department to support risk assessments, develop risk management manuals, and produce a validated national manual with an implementation and sustainability plan.
The successful consultant(s) will be expected to:
Natural and legal persons, as well as consortia, may apply. Only one proposal may be submitted by each individual or entity. Co-contracting and subcontracting are not permitted. Tenderers must meet WOAH’s eligibility requirements, including compliance with tax and social security obligations and absence of conflict of interest.

Question 1:
It is mentioned that the veterinary laboratory network comprises one national, nine regional, and three private laboratories. Will the assessment be conducted in all 13 laboratories? If so, could you please provide a list (including locations) to help estimate the logistical and time requirements for an accurate proposal?
Response:
Yes, the assessment should cover all 13 laboratories within the national veterinary laboratory network (1 national, 9 regional, and 3 private). The aim is to ensure that the biological risk management manual is comprehensive and reflects the diverse operational contexts across the network.
A detailed list of laboratories, including their names and locations, will be shared with the selected consultant upon contract award. However, for estimation purposes, the network includes the National Laboratory in Antananarivo, regional facilities in Antsiranana, Mahajanga, Toamasina, Fianarantsoa, Toliara, among others, as well as three accredited private laboratories.
Question 2:
Annex A states that “workshop expenses such as travel, accommodation, and per diem will be covered separately by WOAH and should therefore not be included in the financial offer.” Does this cover international/regional travel, accommodation, and per diem for consultants, or only for national participants?
Response:
As specified in Annex A of the RFP, WOAH will directly cover the costs of travel, accommodation, and workshop-related expenses (including venue, participants, and logistical arrangements).
Consultants should therefore only include their professional fees in the financial offer.
Question 3:
Are there any accommodations or support mechanisms available to help mitigate language barriers for service providers who are not fluent in both French and English?
Response:
The inception and activity reports must be written in English, while the biological risk assessment reports and biological risk management manuals must be written in French. Therefore, service providers are expected to be proficient in both French and English.
