Dr. Moctar Mouiche joined the WOAH Regional Representation for Africa, based in Bamako, Mali, as a Consultant and antimicrobial resistance (AMR) Project Officer for the Health Security Programme (HeSP). Funded by the World Bank Group, HeSP aims to strengthen regional and national capacities in West and Central Africa to prevent, detect, and respond to health emergencies. The programme takes a One Health approach, fostering collaboration across human, animal, and environmental health sectors to build resilient systems and ensure effective responses to health threats.
In his new role, Dr. Mouiche will coordinate the AMR subcomponent of the HeSP Programme and support the implementation of the WOAH Strategy on Antimicrobial Resistance at both regional and national levels in West and Central Africa.
A national of Cameroon, he is a veterinary surgeon and graduate of the Inter-State School of Veterinary Sciences and Medicine in Dakar (Ecole Inter-Etats de Sciences et Médecine Vétérinaires, or EISMV). He holds a Master of Science in Livestock Systems Management from SupAgro Montpellier in France and a PhD in Animal Production and Biotechnology from the Cheikh Anta Diop University in Dakar, Senegal.
He is an associate professor and researcher in pharmaco-epidemiology. His research focuses on improving animal disease surveillance systems and advancing the implementation of One Health surveillance programmes to combat emerging threats and antimicrobial resistance, contributing to animal production and public health protection. With over ten years of experience in global health, he has led the design and implementation of complex interdisciplinary programmes addressing health security, AMR, emerging infectious diseases, and food safety. He has a strong publication record in the fields of health security, One Health and antimicrobial resistance.
He also brings extensive experience managing USAID-funded programmes. From 2017 to 2019, he served as the Cameroon Country Coordinator for the USAID Emerging Pandemic Threats (EPT) PREDICT project. From 2019 to 2024, he led the implementation of the USAID Infectious Disease Detection and Surveillance (IDDS) project in Cameroon, where he oversaw integrated AMR surveillance and efforts to improve data interoperability across animal and human health systems.
He also contributed to the Technical Assistance for Data and Evidence Use (TADE) under the Fleming Fund Regional Grants, funded by the UK Department of Health and Social Care. In that role, he supported the production and use of economic and surveillance AMR data for policy development across 11 African countries.
