Algeria Rachid Bouguedour
The OIE welcomes the new Sub-Regional Representative for North Africa. Indeed, Dr Bernard Vallat, the OIE Director General has accepted the application of Dr. Rachid Bouguedour, previously Director of Veterinary Services, Ministry of Agriculture and Rural Development of Algeria and Delegate to the OIE since 1993.
Selected on the basis of criteria taking into consideration the technical veterinary experience in management of national Veterinary Services and experience in the follow-up of OIE programmes, Dr. Bouguedour was elected Vice-President of the OIE Regional Commission for Africa from 1997 to 2000, President of the OIE Regional Commission for Africa in 2000 and Member of the OIE Council (formerly Administrative Commission) since 2001.
Dr. Rachid Bouguedour graduated from the National Veterinary School of Algiers (1981). After obtaining a post-graduate degree from the Lyon National Veterinary School (France), he held teaching positions at the National Veterinary School of Algiers, first as an assistant-lecturer and later as lecturer in infectious diseases until 1993 when he was appointed CVO.
His professional career spans 30 years and allowed him to contribute significantly to the development of the veterinary profession in Algeria where he had to deal with major reforms such as the privatisation of the veterinary profession, the delegation of public veterinary mandates to the private sector and the reform pertaining to veterinary drugs.
In parallel, he had an accomplished career crowned by the presidency of the Algerian Association of Veterinary Medicine and was awarded the Maghreb Medal of Merit of the Maghreb Veterinary Union (UMAVET) by his peers in 2000.
