Background and purpose

The World Organisation for Animal Health (WOAH) and AU-IBAR invites proposals from qualified individual experts, firms and consortia to assess the feasibility of a proposed Africa TADs Emergency Fund. AU-IBAR, current Chair of the GF-TADs Regional Steering Committee for Africa, has proposed a standing, ring-fenced and replenishable facility to support rapid action when transboundary animal disease emergencies threaten livestock, livelihoods and trade. The study will test whether and how such a facility could be established; the proposed institutional and financing model is not predetermined.

The work will consider the relationship with AU-IBAR’s Integrated Regional Livestock Value Chains programme and initial coverage involving COMESA, IGAD, ECOWAS and EAC, with potential for later expansion.

Scope of work

  • Assess the emergency financing gap for priority animal diseases and its effects on livelihoods, trade and investment.
  • Benchmark contingency, pooled, revolving, insurance, guarantee and blended finance mechanisms; consult Member States, RECs, development partners, finance institutions, insurers and private sector actors.
  • Compare at least three feasible institutional, legal, governance, fiduciary, operational and financial options, including capitalisation and replenishment scenarios.
  • Recommend a practical model for activation, decision making, disbursement, safeguards and accountability, with a phased establishment roadmap and resource mobilisation business case.

Deliverables and duration

The assignment is expected to last approximately 12 weeks from contract signature, with an indicative start in late November 2026. The timetable will be confirmed in the contract but across five deliverables:

Inception report and workplan 5 days, within seven calendar days of start.
Scoping and benchmarking report 12 days, by the end of Week 4.
Options and feasibility report 14 days, by the end of Week 7.
Stakeholder validation workshop and presentation 3 days, in Week 8.
Final feasibility study and business case, including a financing strategy, implementation roadmap and outline Fund Charter  11 days, within 12 weeks of contract start.

Expertise sought

Applicants should demonstrate strong expertise in development economics, public or development finance, emergency or contingency financing, donor funding and institutional feasibility studies. Experience with humanitarian financing, blended finance, governance or fiduciary design is relevant. Familiarity with African regional institutions, livestock value chains, animal health or One Health is valuable. Multidisciplinary teams may combine these skills. Submission requirements

Submit a proposal in English by email to Dr Néo Mapitse at [email protected], referencing WOAH/AUIBAR/TADs/OCT/2026. Applications must contain three separate files or folders:

  • Administrative documents: completed Document B and declaration of integrity (Annex B1); Annex B2 for consortia and Annex B3 for subcontracting, where applicable.
  • Technical offer: methodology, workplan and milestones, team profiles, relevant experience, risks and assumptions; maximum 10 pages excluding relevant annexes. State acceptance of the WOAH contract template or identify requested amendments. Do not include financial information.
  • Financial offer: completed and signed Document C, priced in euros and showing VAT and any other applicable charges.

Natural and legal persons and consortia may apply. Proposed subcontracting must be declared and may not exceed 49% of the workload or price. WOAH will assess technical merit (70%) and financial offer (30%) in accordance with Document A. Late submissions will be excluded. Proposals remain valid for 180 days after the submission deadline.

Indicative procurement calendar

Publication: 8 October 2026; last day for written questions: 22 October 2026 at 18:00 EAT; proposal deadline: 29 October 2026 at 18:00 EAT; indicative selection: 9 November 2026; anticipated contract start: late November 2026. WOAH may amend these dates and will notify applicants as provided in the tender rules.
